An Entrepreneur Work Visa may be your best option if you are an experienced business person looking to start a business in New Zealand.
People who are granted a work visa under this category may then be eligible to apply for residence under the Entrepreneur Residence Category, providing certain criteria are met in relation to their approved business under the Entrepreneur work visa.
A summary of requirements is provided below for the Entrepreneur Work Visa:

A minimum capital investment of NZ$100,000

Be eligible to be awarded 120 points or more on a points test specifically for Entrepreneur work visa applicants (see below)

Have an acceptable business plan

Hold occupational or professional registration, if required for the operation of the proposed business

Have not been involved in bankruptcy or business failure with the five years preceding the date of their application

Have not been involved in business fraud or financial impropriety at any time

Have sufficient funds to finance the business and to cover maintenance and accommodation costs for the duration of the work visa

Hold sufficient relevant business experience and a genuine intent to establish the business as described in the business plan

Able to meet health, character, and "fit and proper person" requirements
